reform. the two top items in president bush's second term agenda, never came to a vote in the house of representatives or in the senate. never had a vote in the committee congress ignored the president's legislative agenda, as the congress always does. unless the president is proposing something that congress already wants to do. president's bush's first term, he got the tax cut, only because republicans in congress wanted to do a big tax company. although the tax cut by the media, every word of that tax bill was written in the house and senate. so, if there is a trump presidency, the media will call it the tax cut, it will be whatever paul ryan says it will be. every number in it will be written by paul ryan's staff,

and the committee staff in the house of representatives. on his own tax cut. saying that the top income tax bracket may be higher because he will negotiate that donald trump is negotiating a way his tax cut on tv. the world negotiator in washington history already. and today, donald trump met face to face with the best, and smartest republican negotiator in washington. it was surely the easiest meeting paul ryan has issue had. paul ryan really didn't need 45 minutes for that meeting. but the polite, wordy verlgz of such a meeting, always takes longer.

than the blunt, honest version. all paul ryan really needed to say to donald trump today was, you can deal with me now, or can you deal with me later, if you become president, you will have to deal with me every day. what happens then is what i say happens. speakers 69 house have never had to say that to presidential candidates before, because everyone understands it if you have ever been in a real gov verning meeting at the white house with the president and the speaker of the house as i have, you would not be able to tell by their manner or by what they say which one of them is more powerful. the president or the speaker. everyone in the room knows that if the speaker doesn't want what president is selling, then it isn't going to happen. because everyone in the room has read article 1. that part of the constitution that paul ryan began to explain

today to little donald trump. joining us now, the leader of the never trump movement. and norm, and the co-author of "it is even worse than it looks." i say, get me norm. my question, when i am imagining the first 100 days of the trump presidency is, when is the last time a president got something that the speaker of the house didn't want? i believe the civil rights bill got pushed through on a discharge position. you tell me, what is the last time we saw it happen? >> probably the last time lawrence was in 1981. ronald reagan got his tax and budget cut plan through a house that tip o'neill didn't want.

is the engineer a crack pot. there was a lot of happy talk. you heard that happy talk. everybody is being nice to one another. these differences, you outlined them. these differences are as fundamental as you can possibly get. paul ryan, who is a bed rock conservative. policy wonk, sitting in the room with a donald trump. >> what happens next. how they continue to talk about policy. >> deeper into the policy areas to, see where that common ground is, how we can make sure that we are operating off the same core principles. >> norm, you and i know what happens next, that means the ryan staff gets in touch with

the policy staff as it is in the trump campaign. here is what we need to hare, and we must never hear this. that discussion is going to go on for some period of time. my bet is, paul ryan does not give an inch to donald trump. >> right. i think that lawrence, donald trump and his policy people, who have noefr achors in much of anything, will promise all kinds of things. and trump is going to say, what he promised ryan he would say. and say exactly the opposite, and the other two times, confound all of these matters, he knows nothing about policy and fundamentally doesn't much care. and lawrence, ryan, ru right, has the upper hand here. both now, and going forward.

ryan has his own deep headaches with his party in the house. he can't get a beneficial, the one thing they have said, they can't get appropriation bills, unable to deal with the opioid crisis, that hits republicans more heavily than democrats, whether trump wins or not, there will be a pitched battle over policy and power between the establishment forces, trump populous forces, and the crazy forces, and ryan will have his headaches, whatever happens with trump. >> one of the pressures that paul ryan is not under right now, by the republican member system to endorse donald trump. very few of them have. they are all being slow about this. what is clear from paul ryan. if you are a republican member of the house that doesn't want to endorse trump, he will never ask you to.
